Jon Baggaley is a psychologist specializing in the educational effects of communications media. He has taught previously at universities in Liverpool, Newfoundland, and Montreal, and is author/editor of 19 books/volumes including Dynamics of Television (with Steven Duck); Psychology of the TV Image; Evaluation of Educational Television; and Distance Education in Asia (with Tian Belawati). He has also published over 200 articles on media research and evaluation. Baggaley was founding editor of the Learning Media & Technology journal (formerly JETV). He has consulted on the design of educational media campaigns for government and broadcasting organizations in Canada and the US, Bangladesh, Brazil, the Dominican Republic, Germany, India, Kenya, Mexico, Norway, Russia, Ukraine, South Africa, the United Kingdom, and a dozen other countries across Asia. He is Associate Fellow of the British Psychological Society. As former Chair and Director of Educational Technology at Athabasca University, Baggaley has been responsible for the development of new media technologies, and of policy for the distance-based delivery of the University's programmes.

Dr. Baggaley is a frequent speaker at international conferences. From 2005-08, he has visited 21 Asian countries, while advising the distance education projects of the International Research Development Centre."
